Im an art fabricator building a large installation in LA, with a bunch of wave-like moving panels. I would love advice on how to get these panels to move in wave like motion with a motor, or multiple motors. Any advice would be greatly appreciated.

We're going to be doing 2 rows of these metal 5'x'4' panels. They will be completely covered and hanging plastic swinging black seaweed with black bells/ etc on them. The entire room is lined in huge mirrors, so it'll be like an endless waving underwater bed of seaweed in the room. My idea is to attach the 4 panels of the row together, maybe simply with wire, and have the first panel move up/down around, and the following panels with "mirror" the movement creating a wavelike motion along the 4 panels. Each panel will only hang from 1 wire in the center to allow for free movement in all directions. The other row will be separate but next to this one. Not sure if I can just get away with one motor on the far panel , moving in a circular motion. Or f i need to do 2 motors moving the far panel, 2 of its sides up and down. Hope this crappy model and video below helps, lol. (the tape definitely hinders its correct movement but i think the idea comes across. Any advice or guidance for how this can be achieved would be great!!!! Thanks so much in advance!
