What is the best type/industry to work in to really develop your technical skills as a mechanical engineer?

It seems like in larger companies you get silo’d and can get stuck working on the same thing for a long time. So far it seems to me the best places for technical development is in design consulting for smaller/mid size MEP firms or in operations and maintenance for something like a paper mill.
