Mechanism for 2 axis measurement

Hi, I am looking to measure 2 axis position of a wire rope which was formerly coming out of a tube fixed and vertical to the ground. The closest thing to this is the joystick you find in the PS2 controllers. But I am looking for something smaller which would also give plus minus angular displacement of 15- 20 degrees. Any suggestions on how i go about it
