Why haven't we found a solution to hydrolock in IC engines yet?

It's 2019 and automobiles are able to drive themselves on their own yet we haven't figured out how to overcome Hydrolock.

Hydrolock is a very dangerous problem that is often affected in frequent flood induces areas of India.

Is there any solution to this issue?
