As a normal gas car engine only fires each piston on alternating pumps, one to squash explode and harness the power of gas and the other to cool itself, in theory with modified valve and sparkplug timing, could an engine trade some of its horsepower for becoming an industrial air conditioner?

Of course cooling is most efficiently done with specialized fluids, but I'm just trying to understand.... why must a car have a separate air conditioner than its most powerful built in cooling system?
