Looking for designs of tilt/pan joint using basic metal/ bolt components

I'm trying to design a metal mount that can be rotated/tilted. So far I can think of two designs:

  1. Have a bolt in the middle. Just rotate the frame and then tighten to bolt.

  2. Have slots and bolt design.

I just want to know if there's any resource out there that can guide me in designing this thing. I am not even sure the technical phrase to Google it, and it'd be very helpful to be able to design it and have it work first try.
