Can't break into the medical device industry!

I'm a 35yo Principal ME and group manager. Worked in Nuclear R&D (regulated), railroad, and automotive. Along the way I've applied for countless medical device design positions and have never even gotten to a phone interview. Why is this? What is so crazy about this industry that makes previous industry experience so important?
